On this street there are marked bays where you can park with a sign showing that you can park on the pavement.

The sign you are asking about is outside the marked bays and means you can't park on the pavement outside the bays.
Whether the OP has a case or not probably depends on whather the signage is accurately located so as to correctly correspond to the parts of St Helier Avenue where the council has disapplied the ban on pavement parking. Or a technical error on the ticket.
As already suggested OP needs to go to FTLA
So what you'd suggest, to appeal?
But a far better idea is to do what @Elsien suggested and post your query on Civil penalty charge notices (Councils, TFL and so on) (ftla.uk)

The really useful bit of advice is your last line and one that OP needs to be mindful of. OP, don't lose sight of the time frame for payment in which you receive the discount., regardless of your thinking in this matter the clock for that discounted window doesn't stop.born_again said:
