    The use of the words "Fines Officer" would suggest that this is nothing to do with private parking charges.

    Opening post  -  "My sister-in-law messaged my wife the other day saying that she had received the attached letter."

    Assume this thread relates to case in SiL name  -  the above letter is addressed "Mr."  -  perhaps a proper Fine?

    Is it therefore anything to do with this thread process?

    It doesn't appear to relate to private parking, so if it is council you should try the FTLA parking forum and study the council section etc, posting the queries on there if it is council

    But that doesn't make any sense as the First letter she received clearly states it was parked on "Private Land".  Very puzzling!

    If you know where the offence was committed you / they must know what the offence was ? Or is that an assumption based on the initial parking incident location ?
    And as another poster has spotted is that letter addressed to Mr ?
    I suspect there has been some ignoring of brown envelopes going on here.

  • It was also noted that the original letter went to her old address and someone mentioned that not having the V5C updated could carry a fine of up to £1,000.  She promptly changed her address on her logbook straight after.... The amount is £1,014.... Could it be that?

    It's kind of frustrating when it seems like she is missing letters here.  The first one from the parking company, the one before this letter from HMCTS (surely she would have been due a summons!?)....

    If its magistrates court, they issue a summons and fines 

    The CNBC in Northampton issue court claims for private parking companies etc, not a summons

    Which I guess lends further weigh to the theory that it's not connected. as the original letter clearly states being for UKPC.

    Not really a theory - the chain of letters is very different in a civil case and criminal (magistrates) case.
    Maybe contact the number on the top of the letter for some clarity - obviously the person named would need to do that.
