I wouldn't bother. Just use the "shove it up your @rse" protocol by appealing with the following:This is an appeal by the registered keeper - No driver details will be given. Please do NOT try the trick of asking for driver details in order to get around the fact your NtK does not comply with PoFA. As there is no keeper liability, therefore, liability cannot flow from the driver to the keeper and so, is an automatic win at POPLA. Please cancel the notice or issue a POPLA code at which point you will auto withdraw.2

Is this the right template? I read the newbies thread there is another template in blue but that has wording about sending photos of the car ( in this case they sent it) so wasn’t sure about using that one?I have seen no evidence of a contravention and liability is denied.As your Parking Charge Notice does not comply with the requirements of the Protection of Freedoms Act 2012 (Schedule 4) you are, in law, unable to hold the registered keeper of the vehicle liable for the parking charge.
Therefore, I suggest that you contact the driver. As there is no legal requirement placed on the registered keeper to identify the driver, I will not be doing so. I require you to cancel the parking charge and remove my personal information from your database.0 -
