We have 4 cats and an outside courtyard that only 1 can easily escape from (2 are too daft to).For many years we lived in Central London (off a busy main road) as private renters in a council owned building. Think lease said no pets but it didn't stop my wife's cat moving in. Landlord didn't mind and the cat was the tidiest one (she had a box she put her toys away in).The cat had been an outside cat previously and whilst mature wasn't elderly (she lived another 8 years).We even had squatters who had pets (who were by far the better behaved of that bunch.The only pet issue we had in the building was a guy who had a dog who only got to go outside when it was bursting for the loo and had numerous accidents in the lift, but that was bad owner.In my experience and not to be taken as valid or a defense, an animal that causes no issues or damage is 'easily forgotten about' by most people. You get some who are intent on obeying the rules and will kick up a fuss however.Sorry, a bit rambling...May you find your sister soon Helli.
