an indoor cat tends to be ones that are older cos they have ailments eg their immune efficient or blind, but sometimes it can be that you live next to very busy road and it's safer for the cat to be indoors.
lifespan is extended being an indoor cat.
yes many YouTube videos of catio where you make your home like the outdoors but indoors, high climbing frames, perches, gazing spots, sunny ledges and puzzle frames with toys and treats

Think I've mentioned before that a close friend has four indoor cats (they have a garden but are adjacent to a busy road) and said cats are clearly very contented. So long as a cat has plenty of stimulation and some nice, quiet nests to retreat to they'll generally be quite contented. All ours have been outdoor cats but we've been lucky in having suitable gardens.

I don't have a garden I'm on first floor and cat flaps are not allowed to be fitted to the communal entrance

If I understand correctly OP, the council have accepted your current cat but you are worried about any potential future cats? I would suggest that you either only adopt cats who look very similar to your current cat and call them by the same name, or consider fostering. The advantage of fostering being that you are not taking them on as a long term commitment so if there were complaints you could stop. Also you could help a lot of cats in their hour if need.0

the thing is this is my second cat from cat charity, the first was elderly, had her 4 years.
the charity want to see the tenancy agreement to make sure cats are allowed.they could not understand it regarding indoor cats. yes no outdoor.was clear rule, but indoor was not making sense
so when I had chance to get a rescue cat after my previous one passed away, I thought go to the same cat charity.
they have very very few indoor only cats, normally they are old or have a disability.
this cat has been an indoor cat all her life, so I quickly put my reserve interest in and being efficient and honest I contacted council to double as their cat in a flat policy is vague and so different and not clear compared to other local housing associations
no phone call came, the charity said as we are in same address since last cat we got from them, and that they could not understand the indoor cats rules from council,they had no problem letting us have cat.
months later council phoned said sorry for delay, the previous officer left job and they had noone to cover my area, they said sorry no cats at all in flats, not even one floor low rise like mines.
why, cos cat could upset your neighbour. omg I thought , now what. you can keep it she said, but in future no cats ever.
so next time it will be going to an advert in local paper etc, where the owner isn't a landlord, checker,just a cat owner say moving abroad etc who has an indoor catChristians Against Poverty solved my debt problem, when all other debt charities failed. Give them a call !! ( You don't have to be a Christian ! )
