Horizon Parking - Iceland

Hi,
I recently received a letter from Horizon Parking as I parked in a shared Car Park with an Iceland store.
I am in the middle of sending over the template email to appeal this, but wasn't sure whether to include the below screenshot from their own website when we tried to pay for parking. Essentially was unable to pay for 3 hours of parking and as it was a Sunday the Iceland and most other businesses that use the car park were closed.
I have attached a redacted version of the letter that was received and the Horizon website where we tried to pay, however was unable to pay due to their own website not allowing it.
Should I include the website screenshot in my appeal? Will the generic template from the newbies thread be enough or should I include anything additional (I did see another similar thread that included a message including: your NtK does not comply with PoFA, however my letter does state POFA so unsure).

Thanks!

Chester le Street is not Chester. ! 2 different places
The newbies sticky thread in announcements explains POFA and coupon mad has a thread showing compliant and non compliant NTK PCN letters too
Ideally you follow plan A and get the retail park management team or landowner for that site to cancel the PCN ASAP
Any subsequent appeal is plan B , not plan A , to clarify , plan B is a subsequent step after plan A1 -
Hi,
Even though we didn't shop at the Iceland store should I still contact them to cancel the PCN? The car was parked there from 16:22 but the store closed at 16:00.
You are correct on the site listing the wrong address however the map shows the correct location, and was found based on the location ID present at the location.

I never mentioned complaining to Iceland
The PCN says Chester, in Cheshire0 -
That's right, that's where the car was parked. The parking spaces available covers Iceland and a couple of other local businesses (restaurants, hair dresser, etc.)
I just don't know who else I could contact to get this cancelled if not the primary store at the parking location.

The landowner or the managing agent who oversees the land on behalf of the landowner , although if the vehicle was parked there because its convenient and not because it was on legitimate business and not just fly parking then I am not sure of your motives. ?
But
Although I would suggest that the signs may have changed in the last few years, here is one from 4 years ago

Thank you - the signage is still the same.
My issue is there was no kiosk to pay on site (that I could see) and it was impossible to pay online out of hours.
I will contact Iceland to see if it can be cancelled and will attempt to send the appeal with the standard template and the signage and screenshot.0 -
If it was outside normal hours then the driver should not have parked there if they had no business there, which is what the retail park management team or landowner may say. If a driver cannot comply with the terms and conditions listed on the signs then they should leave promptly
Iceland may not cancel because the driver was not parked on official business there1 -
I agree, however their own signage contradicts their own booking website.
Signage clearly states that you can pay for 3 hours parking for £1.50 (and as the parking location covers not just retail outlets that are admittedly closed on Sunday after 4, but also a restaurant which is open during this time and signage and booking site clearly states that this location is used by them specifically - should allow for parking at the location outside of 'business' hours) however their website to book spaces does not allow for over 1-hour bookings.
I am hoping that this will be enough to appeal, but we shall see.0 -
But the site you quoted is Iceland Chester le Street, near Durham in Northumberland , not Iceland in Chester , Cheshire
https://www.iceland.co.uk/store-finder/store?StoreID=319&StoreName=CHESTER-LE-ST
If you are going to complain about it to Iceland based on the website, at least use the correct location1 -
No, the site is Iceland Chester, the site is just incorrectly labelled with Chester-Le-Street. This is the correct location based on the name of the site on Horizon, the location ID and the map shown when on there. As I mentioned earlier, the mistake is with the address on Horizon0
