PARKING charge notice, Horizon, Iceland Chester

Tel: 01244 316407
I do not shop there at Iceland. So I could only try to convince manager of cancelling some other way, or should I go straight away for (TEMPLATE ''ONE SIZE FITS ALL'' FIRST APPEAL THAT DOESN'T SAY WHO WAS DRIVING), without adding anything to it as there isn't anything in particular, apart from lack of clear messages, that parking rules has changed???

Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs, and in some cases, cancellation.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,
Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

BTW - I have completed all fields as driver and keeper on Horizon website for the laid back appeal, and before clicking submit, I thought... let's see...Nooooo! Don't do that. Never indicate the identity of the driver, especially when the PPC's Notice to Keeper doesn't meet the requirements of the Protection of Freedoms Act 2012 (Schedule 4) in order for Horizon to hold the keeper liable.Send the blue text template from the NEWBIES FAQ sticky, first post, unaltered (which will prevent you from blowing off your toes!), get your POPLA verification code and you will ultimately beat this at POPLA. Don't miss the Horizon deadline for submitting your initial appeal, and be more than careful which box you tick on their appeal portal. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

And this is what it used to be - as on G-map - April 2019----------------------------EDIT------------------------------I don't want to put the thread at the top again, so here you get the output info. After sending (TEMPLATE ''ONE SIZE FITS ALL'' FIRST APPEAL THAT DOESN'T SAY WHO WAS DRIVING) it was resolved by getting ticket cancelled. Thanks @Redx @D_P_Dance @Coupon-mad @Umkomaas

A lot of small writing on those signs , but it seems to be parking for 2 retailers with validation when open
It does mention paying for 3 hours parking as well , but it seems to me there isn't an out of hours option or there is a paid for option , maybe
If no validation occurred and no payment made , there is no parking contract on offer for people to park and leave the site
So if the driver failed those terms then it could be trespass only
I would appeal as keeper using the blue text template , no alterations
The Popla appeal will be based on no offer to park , no contract , no landowner authority, poor signage etc2 -
Far too much stuff on those signs, this is a short tem car park, you are not commissioning an aircraft carrier. I am sure most judges would agree, read this

Wow thank goodness Umkomaas stopped you blabbing about the driver, when the PCN is 'driver only' liability!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
CLICK at the top or bottom of any page where it says:
Home»Motoring»Parking Tickets Fines & Parking - read the NEWBIES THREAD3 -
Thanks all for this thread and comments. It has also helped me a lot with my problem in the same car park - in a similar situation (per my separate thread). I now understand why the PCN is driver only liability and so non POFA!
Much appreciated!2 -
Another case of taking all the help the forum gives (including preventing the OP from identifying the driver and then being left open to up to 6 years of hassle and intimidation), but no update, even after 14 months! So disappointing. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front.
