    Not often you hear of a council employee being vigilant and doing their job properly - well done that man/woman/they.

    Not often you hear of a council employee being vigilant and doing their job properly - well done that man/woman/they.
    Seems to be a big push recently for councils to fight littering and fly tipping. Think some new money has been given to help fight the issue - now if the government can regulate water companies to stop contamination of the drinking water we’ll be singing!

    That regulation is already in place.
    I think the PM had it in mind when he announced the GE - "singing in the rain"?

    They're often not council employees, but outsourced, and potentially have targets. Hence them actually being vigilant ;)

    OP, do you mean that she dropped the cigarette to extinguish it, then picked it up and was walking towards the bin when this happened? Your wording seems to imply that she walked away after dropping it but if that’s not the case then I think she should challenge it. The last thing we need is to be encouraging smokers to throw lit cigarettes into bins for fear of getting a FPN.

    Or use a portable ashtray.
