OP, do you mean that she dropped the cigarette to extinguish it, then picked it up and was walking towards the bin when this happened? Your wording seems to imply that she walked away after dropping it but if that’s not the case then I think she should challenge it. The last thing we need is to be encouraging smokers to throw lit cigarettes into bins for fear of getting a FPN.0

But what are these vapers supposed to do?! When they run out of nicotine it’s simply impossible to carry it to a bun, right? This is the flawed logic of smokers who get caught littering - not enough bins, bins are full. Same thing as drivers who get caught doing 80 in a country lane ‘because it’s empty and I’ve never had any issues’. Just obey the law. If you think the law is unjust, then please get caught and see if you can convince a judge of your well argued position on how littering laws shouldn’t apply to smokers because….5
