If a retail park, check on any signage which lists the on-site outlets3. Ask retailers on the site if there is a managing agent4. Ask retailers on the site to whom do they pay rent5. Contact the local authority and ask who pays the non-domestic/business rate for the car park (some councils have a spreadsheet on their website)6. Contact the local Valuation Office and ask if they know. They often have a website which might provide the information7. Contact The Land Registry and for around £3 they should be able to provide definitive detail8. If you haven't already done so, give us the name of the car park/site/location, we may have seen other cases there.
It is Sea View Carpark, Dunders Hill, Polzeath, Wadebridge PL27 6SR.
Not to be confused with the property 'Seaview' under the same postcode.0 -
Will Hurley is fully aware of Alliance’s breach of the Code which clearly states that the Motorists can appeal upon issuance of the parking charge . He even admitted that the keeper can appeal it as per its own Code .The Code makes it clear that the definition of “Motorist” includes the keeper . Nothing in the code says that the keeper has to wait until LBC before they can appeal it . By then he is punishing the keeper by adding the fake add onDespite being told twice he’s done absolutely nothing because precious Kevin is one of his golden boy !Make a formal complaint to WH again so that he can “investigate” this again . Failure to do so may put his accreditation at risk with the DVLA3

There isn't one. Just write it in your words as keeper without saying who was driving.
And...honestly...forget CAG. Appalling rubbish about parking cases. Sadly, whilst they mean well (and the guy who runs it seems very switched on) most posters there just rant and haven't a clue.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Ok. Thanks. Can you please kindly confirm for now the course of action is to complain to Will Hurley of IPC and not reply to Alliance themselves yet?
And, forgive my ignorance, but can you advise specifically what I am complaining about - am I able to mention I paid for parking in the council car park next to this one by mistake? Thank you.0 -

That would be telling bouncy Kev's mate who was driving...
@Bazarius already told you what you are complaining about. It'll fall on deaf ears thoughPRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Ok. Please understand, most people who come here are nervous, confused and really overwhelmed. We don't look at this day in day out like you do. I have tried super hard to read through everything and have studied the Newbies post about 5 times. If it will fall on deaf ears I don't understand why I am being advised to write to him, I just really want to understand what to do next.1

More detailed info and recap for anyone who might want to help:
Visited car park SEA VIEW Polzeath Cornwall 3 times over the span of 2 weeks or so. Was away so received PCNs all together but presumably sent staggered.
I looked back and realised I had paid for the wrong car park on JustPark. The first car park that comes up as 'nearest' when you open the app when in the car park is POLZEATH BEACH Car Park which is nextdoor, and is Cornwall council owned to make matters worse.
I had JustPark receipts for 2 out of the 3 times. I presumed one of the times wasn't successful as I the signal down there is bad. I PAID one of the PCNS @ £60. I appealed the other two, stating it was an honest mistake and the signage was not clear and proved the times matched up to the wrong car park I accidentally paid for.
Appeal rejected, LBC/LOCs received. Presumably because I have paid one, outed myself as the driver in my appeal, he is hastily trying to get me to pay for the others.
I am not interested in being reprimanded for paying/outing myself etc., I only started researching if I could fight back on this after I had paid one and appealed.
If someone could just plainly tell me if I should keep fighting this or if I don't have a case because of the above. If I have to pay the £340 he's asking then I have to pay it. It just of course feels extremely unjust, and the first £60 I paid more than covers any 'loss' he experienced from me not paying the £2.20 again twice. I know this isn't going to help my case by just stating that, and it looks as though I'll have to pay £20 to land registry to find out who the landowner of the carpark is as unregistered land.
I would just be really grateful if someone could plainly tell me what I can do or if I should just pay. It is causing me a great amount of distress.0
