ParkingEye University Hospital of Wales

I would be grateful for some advice regarding my PCN from Parkingeye at the University Hospital of Wales Cardiff.

The circumstances in my case are that the driver, who is a member of staff, parked at the staff car park, not realising that a permit is required to park there. The first PCN went to my old address about a week after the day of the incident, and I had no idea about this, and then two months later, I received a PCN telling me that Parkingeye could not have reasonably known I was at a different address but was willing to offer me to pay the reduced amount of £40.

I have read the threads and followed the instructions, starting with the PALS, who say I have to appeal through Parkingeye. So I submitted an appeal online (I cannot remember if "the registered keeper" was selected from the dropdown or not, sorry!). I received an email saying they had received the appeal. Two months later, I received a LBCCC, saying they had rejected my appeal and provided me with 28 days to lodge a further appeal with POPLA and that I did not, and the payment of £70 had elapsed, so they have added an additional fee of £25, totalling £95. 

The thing is that I have never received a Notice of Rejection (I have checked my email, junk mail, and letters); otherwise, I would have asked for a POPLA 10-digit code for a further appeal. I have submitted another appeal using the ParkingEye appeal online, saying that I had not received the Notice of Rejection. Again, I have not had any replies.

Reading the previous threads from people regarding Parkingeye at this infamous car park, I have a feeling that my only option is to email enforcement@parkingeye.co.uk with a counter offer with the title "Without Prejudice, Save As to Cost.". I was wondering what your thoughts are and whether I could "win" this case or not? Thank you very much for your help!

    I would suggest that you follow the BPA complaints policy first, using the BPA AOS list to get to the Parking Eye complaints policy, complain about the PCN and lack of a response etc, then if it is not rolled back complain to the BPA using the online complaint option on the BPA website, to the BPA AOS compliance team, with copies of all the paperwork, plus a timeline and the nature of your complaint 

    If you wish to copy in the Parking Eye litigation email address, then do so as well

    No counter offer.

    But yes respond using that email address and tell them you want to complain because you did not receive a rejection letter and you kindly ask now for a copy of it and a fresh POPLA Code which you were denied.

    Have you searched the forum for all the other threads about that place? We have a few court cases being defended. Horrible firm to be in Hospital car parks. No idea how they get away with intimidating staff and patients like this.

  • Thank you very much Gr1pr and Coupon-mad! The advice is all very helpful and informative. I really appreciate your time and assistance.

    When I tried to submit a complaint using the online form from ParkingEye, it said, "This looks like spam. Try to rephrase, or contact us in an alternative way." I have tried telephone WhatsApp messages before; it was an automated system that takes you around in a circle. 

    My only options now are to email the enforcement team and BPA AOS compliance team. I will let you know how I get on. 

    I wish the NHS would never allow these PPC to manage their car parks in the first place!!!

    Same. It is appalling. NHS Trusts could make money out of parking if they ran it with a small team, in-house, as part of the Facilities team.

    You have hit the nail on the head, Coupon Mad! Everything the NHS does should have been run by a small team in-house, including all other service contracts etc. It will save money in the long run and be far more economical. I would be much happier paying my car parking charges to the NHS than these PPCs. The money could have gone back to the patients for a greater good!

    Its worth googling the Indigo saga at the same location that preceded Parking Eye taking over enforcement, because it's been causing strife for staff, joe public , everybody, for many years 
  • I just want to update everyone here that I got a reply from Parkingeye that they have cancelled my PCN. What a lot of unnecessary stress they have brought to hospital staff and patients! If I get the chance to vote them off the hospital grounds, I will most certainly do so.

    More importantly, I would like to give Coupon-mad and Gr1pr a HUGE thank you for your time, support, advice, and guidance through this! I am forever in your debt! You are amazing people who deserves recognition for your selfless contributions all these years. 

    For those who have issues with this car park in the future, here are the points I included on this occasion

    1. Lack of response from Parkingeye regarding my appeal
    2. No Notification of Rejection or POPLA code was provided for further appeal before LBCCC
    3. The use of a credit reference agency to search my personal details without a legitimate reason or authorisation from me
    4. Difficulties in complaining to Parkingeye using the online form and telephone line
    5. Parkingeye not following BPA code of practice
    6. Writing to BPA compliance team if there is no response within a short time range
