I have 2 mobile phones and 2 sims. I swapped the sim cards around. So Sim 1 (older) is in Phone 2 (newer and not paid off Galaxy A33). Sim 2 (newer) is in Phone1 (older and paid off Galaxy A40). The more I re-read it the more convinced I am that both sims are still within the minimum term. and that the op is trying to decouple the handset cost and airtime contract in order to benefit from the better deal offered by the new sim only deal. So in this case ending either contract will incur an early termination charge.
