This brings a memory back to a few years ago when I wanted to add my elder daughter to my insurance for my mobility car. She had to speak to them to give them her details, including her license details. One of the questions they asked her was  where will my car be kept overnight and did she have her own car. She had her own car so there was no intentions of my car being kept anywhere but outside my own address.

I asked for advice and I have listened to what everyone has said. As to capacity.  Capacity is time and decision specific and there are no current concerns about his capacity.  He wants a new car and as mentioned he is planning to get his license back and then the car will revert to him and he will be able to come and collect her so he can see her. His license was withdrawn for medical reasons but the DVLA is at the stage that they are liaising with the GP about his current medical history.

If motability do not feel that it is appropriate then they will reject the application.  If my daughter felt the need to drive anywhere she has the option of using my car.
    I'm Ever hopeful!

I realise it's your daughters father who is free to make whatever choice he wishes but to my simple mind it would make sense for him to hopefully get his licence reinstated first. There is no need for him to get the car just to enable your daughter to visit him because, as you've said yourself, she can already do this using your car.
Assuming motability were okay with what you've suggested it doesn't actually change anything as your daugher can already do all those things you suggest would be good for her father. It just seems like an expense for no gain.
