Motability car - for the benefit of the diabled person?

My daughter's father is thinking of getting a car to enable our daughter to travel to see him more regularly as well as take him to the shops and medical visits. The car will be located with my daughter and kept 15 miles from where he lives. Will the first reason be deemed valid? she wouldn't really go anywhere else in it as she is a homebody.
I'm Ever hopeful!

Ask Motability.
They make and police the rules.

Daughter must be over 21 (or live with Father).
They may fit a tracker https://www.motability.co.uk/get-support/faqs/what-are-location-trackers/3 -
Who the car is registered to, is not the same as where it needs to be kept at night. It is just where they need to send legal things.I'm Ever hopeful!:j:j:j:j0

You have not actually said, but presumably he gets the higher rate of mobility allowance and he currently gets this as a payment each month.
If usage of the car would not be very high ( if it was allowed in the first place) would he maybe be better off just getting taxis and lifts?2 -
I had another thought .
As the car seemingly will not get much use, then getting a new car via Motability is probably not the best way financially, as he will not get much value from it /having to give up his regular monthly payments.
How about she buys a cheap small second hand car, maybe with his help, and he pays her an agreed amount each month towards running costs( less than he would pay Motability). Then as it is her car she can go wherever she wants in it, with no issues.3 -
My daughter is 17 and as such insurance is really high. She is pretty much a homebody and doesn't go anywhere but he is wanting to get the car so she can visit him in his village 15 miles away. I think that this is for his benefit as he wants to see her but isn't as she is unable to use public transport. My daughter receives PIP standard rate as she has her own issuesI'm Ever hopeful!:j:j:j:j0

Also he is in the position where he is applying to get his license back after it was taken away for medical reasons. if this happens the car will revert to him as the main driver.I'm Ever hopeful!:j:j:j:j0

Personally I feel that this sounds more likely the daughter will be using the car? Not sure that her having the car ‘to enable her to visit him’ is what motobility scheme was designed for?2

He has mental health issues and seeing her has a positive influence on his moodI'm Ever hopeful!:j:j:j:j0
