Parkingeye VHK Southall PCN (w/Blue badge)

Hi,
Took my disabled mother to Southall and parked in the VHK carpark in an ordinary space. The displays are a bit confusing with regards to disabled parking. We assumed (perhaps wrongly) that we needed to just display a blue badge. So a week later today we have received a PCN.
What are the T&C with parking in car parks run by ParkingEye and in particular at VHK for disabled users.

    What does VHK mean. ?

    The blue booklet that accompanied the blue badge details where it can be used, on private property its used as an indicator to show that an occupant of the vehicle has a recognised disability and so qualifies under the Equality Act 2010 for reasonable adjustments ( not necessarily free parking. )

    The retailer or retail park website may have parking terms and conditions on it, from the managing agent or business or the landowner 

    The signage on site determines the terms and conditions for parking 

    The BPA CoP version 9 details the code of practice for Parking Eye, obtained from the BPA website 

    Redact the PCN and show us pictures of both sides of the PCN, especially if it contains the POFA warnings on the back, leaving all dates and times showing. It would be a good idea to obtain pictures of the signage and show them too , the following thread has a picture, its a pay car park and it says that normal terms and conditions apply for blue badge holders, so to pay like all the other visitors

    Chances are that it was not free parking, hence receiving the pcn , especially as the sign tells people to pay for the duration of their stay 

    Read the newbies FAQ sticky thread in announcements above this thread, about 6 from the top of the forum 

    Plan A is the best option here

    VHK is the name of the car park.

    For Blue Badge Holders, it just says "tariffs & all terms & conditions apply"

    As I mentioned, we assumed a Blue Badge was enough. Ealing Council parking rules allow unrestricted parking though I appreciate now (after receiving the PCN) that this parking was probably not run by the Council so T&C may be different.

    As you realise it isn't a council car park and the picture you posted clearly states that parking must be paid for, even as a Blue Badge holder.

    So tariffs applied, but no tariff was purchased or paid for, so 2 Hours and 24 minutes of unpaid parking time, hence the postal PCN, £6 should have been paid, so the driver breached the terms and conditions on the sign , a breach of the parking contract
