So go into ignore mode for the time being , but DO complain online to the BPA AOS compliance team, quoting the breach and the BPA CoP section that is being breached, PROVIDING that you have had a response to your complaint from GBP Management parking. ?3

Also had a letter from GCTT Enforcement Agents following on from the first debt collection letter:
ZZPS did the back office 'work' and got your keeper data in June but at no point were you sent a Notice to Keeper, and you were denied the right to appeal at windscreen PCN stage.
And ZZPS have pretended that their only role in the case is debt collection even though nobody bothered to send you a NTK and no-one ever let you appeal as keeper?
They made appeal conditional upon you telling them who was driving, yet they are now saying you are liable and it's too late to appeal. But they never let you...
...AND you cannot be held liable as keeper anyway because they failed to serve a NTK by day 56.
So they are now sending GCTT letters (same company as ZZPS) pretending that it has escalated to some sort of enforcement stage (...it hasn't). And they are pursuing you as keeper despite not complying with Schedule4, not sending a NTK and never allowing you to appeal!
Horrific abusive and unlawful conduct.
I shall be showing this to the Government.

Had the following response from ZZPS (not GBP) regarding the complaint:
Confused by their response as an appeal was made.Good afternoon,Thank you for your email.You have not appealed the matter and therefore, the debt resolution process can begin.You were advised your appeal was not against the issuing of the notice and if driver details were not provided this would progress in your name.You are correct there is no legal obligation to provide driver details however, due to PoFA 2012 if driver details are not provided within 28 days of the initial correspondence the keeper will remain liable.As you are now liable for this, please arrange payment within seven days.In the absence of payment this matter will be left to progress.Kind regards,0 -
If there was no NTK reply thusly:
ZZPS,
Stop misleading me about my right to appeal and legal liability.
Due to PoFA 2012 if driver details are not provided within 28 days of the initial correspondence the keeper can be held liable. ONLY if the parking operator has served a compliant NTK by day 56.
You and your client are also in clear breach of the BPA CoP paragraph 24.4. No NTK. No reminder or liability notices. I believe ZZPS did the back office work in this case so this is your own fault.
You dropped the ball on the required notices. Threatograms don't cut it. Jog on. You lot couldn't progress a p**s up in a brewery.
