    The signs also say MAXIMUM STAY 2 HOURS

    So the BPA CoP v9 part 13 mentions that the driver is allowed a minimum grace period of 10 minutes to leave the site, so add grace periods to the POPLA appeal too , but you should share the entry time and exit time with us first

    Thanks, Yeah so the ACTUAL times are as below:
    Entry: 14:52
    Exit: 17:29
    Time in Car Park according to PCN: 2 hours and 37 mins

    I did 2 shops but don't have a receipt for the first shop as that was paid for in cash and I did not keep the receipt as I did not know I would still need it. The later shop where I paid by card was for £7 and this was just before I left, I have this one in my bank statements. I completely forgot that in this car park I would need to scan receipt in store to get the free 2 hour parking. So can only prove the £7 spend which is below the required £10 as seen on the parking signs. Hopefully this is not an issue.

    So, I wanted to ask:
    As the deadline for the 14 day reduced charge of £50 is fast approaching (01/05/24), and I have not yet appealed to ECP, if I do make an appeal and it is rejected will I still have time to pay the reduced fee of £50.
    I am asking this as the PCN seems to state that if an appeal is rejected I will get a further 14 days to pay the reduced £50 if I wish. I could then use this time to contact the CEO and hopefully get this cancelled and if this didn't work out, and I felt confident enough, I could appeal to POPLA*.

    * Just not sure right now if the sign saying charges apply until 17:00 will work with the BPA grace period point due to me not having proof of a spend of £10 or more. (I only have evidence of a £7 spend, I mean who keeps receipts?)

    Yes I think they'll reoffer it - but I really don't understand anyone even looking at what we call the "mugs discount" (not aimed at you, just a phrase we use generically to describe the bribe designed to put people off appealing). Pleeease forget that.

    You won't be paying.  Stop focussing in the £50 like it's some sort of bargain.

    We are offering you a £0 cost.  We know what we are doing.  It's not a fine and there's no risk and nothing to worry about.

    Without your expertise and the other users that have helped me so far I would probably have taken the mugs discount already and then I really would be a mug!  :D  

    Okay, I will fight this, I mean I have plenty of time on my aching hands so why not, the amount is ridiculous whether it's £50 or £85 so I have nothing to lose. Thank you again for giving me hope! 

    Just to make sure: my points so far are:
    1) I stayed for 2 hours and 7 minutes during the period when charges apply at the car park according to the timestamped ANPR images. the 7 minutes of "overstay" is within the minimum 10 minute grace period for leaving the site as outlined BPA Approved Operator Code of Practice, Version 9, part 13.
    2) The charge amount on the sign at the car park is different to the charge amount in the PCN received.

    For point 1, I'm still most worried that I don't have proof of paying more than £10 to be eligible for the max 2 hours of parking in the first place.

    a) Can I also argue anything else regarding the signs above? Is the charge an adequate size to be legible according to photos? 

    b) Is there anything that can be said regarding the photos that don't really show where my car was in the car park as no location or landscape can be seen to show the exact scene where the vehicles number plates were photographed. (I saw this on another user successful POPLA appeal, not sure if it applies here, as I think the first number stamped in the corner of each image is probably the camera location or something)

    c) Can I mention anything regarding the late delivery of the PCN?

    If there are any other points that anyone can find that I could use please, please let me know. 

    I will write to the CEO first and make an appeal tomorrow to ECP.

    Sorry, just to be sure, this is the ''ONE SIZE FITS ALL'' in Blue, that begins with Re PCN number, and I don't need to add anything else to the blue text apart from the PCN number and the name and address of the keeper?
