Will mobile phone company offer a repayment plan?

Non standard calls are capped at around £0.15 per minute.

Today I tried to call and it's saying the CL has barred me.
I'm not sure what it means.

I phoned again today, however the normal person I spoke to, informed me they cannot talk to me anymore.
I don't think some premium rates are charged with the mobile phone company.
I top up my phone. The network rate gets charged. However the £1.50 per minute premium rate never got charged.
After two months, no letters.
Could I get into trouble as it was never charged?0 -

I tried to phone, they say I cannot do another talk with me.
They barred me last time.
It's been 2.5 months and no letters to my house.

Surely they'd have to send a letter first asking to pay up rather than going to someone who comes to my house with a live writ.0

It sounds like you have called your mobile provider quite a few times regarding this issue, and they have nothing more to add to their previous responses so aren’t going to discuss this any further with you. Probably best to stop calling them.0

However I stupidly asked them the reason for this which the premium line company says to look into this further, can I send proof.
Over 2.5 months and no letters asking for payment, my phone provider said before some premium calls are not charged and it seemed like I was using this for free. Maybe barring me and telling the people who answer not to talk to me hopefully is the end.

The onus is on my mobile phone SIM provider who did state some premium lines are not charged. So in essence I've phoned for free
