I just submited online now (before i see your response) using the Chan and Akande defence template it looks that is been accepted i hav defence confirmation..

Can CEL rejected because is 48 hour late..

Did you get a landowner agreement from CEL via POPLA, or at any time? If so, who signed for the church, and does it say CEL manages the car park on its own account or as the church’s agent?

Amersham Free Church is registered charity 1137287, an unincorporated charitable trust run by its elders under a 2010 constitution.

Its accounts for the year to 31 December 2025, note 14 on page 16, say the premises are held by two custodian trustees, the URC Thames North Trust and the Baptist Union Corporation Ltd. The elders manage the site day to day and can grant a licence to a parking company, but the contract has to be with the elders or someone they authorised, not with a name on a letterhead.

If the church took shortcuts then CEL has no standing.
