You just use the usual points in the NEWBIES thread third post which covers POPLA.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi @Coupon-mad, I had a look at that third thread but most of it is relevant for the non-POFA PCNs.

Since my PCN is POFA could I still use the following points for my POPLA appeal?

    Signage

The operator has not shown that the individual who it is pursuing is in fact the driver who was liable for the charge

    Landowner Authority

No Keeper Liability (windscreen ticket, no follow on NtK)

Permit car parks (residential 'own space' appeals, or industrial/employer car parks where the car was permitted)

On 23rd April you told us about your first appeal rejection.
    That was 25 days ago.
If you are going to appeal to PoPLA then don't miss your appeal filing deadline.

If you received a POFA-compliant postal NTK you obviously can't use two of those

    Hi @KeithP
Yes thats correct, but it said I have 28 days from rejection letter, so I still have a few days although pretty close now. Just was very busy so didn't get a chance.

I will draft something up by tomorrow and post it here and as soon as it is okayed by someone here.

The second and fourth items on your list.

I thought that was fairly obvious and I wanted you to think about it.  For example, you say you had a NTK, so, clearly you can't use a point that says you didn't get a NTK.

You also said that your NTK is POFA-compliant (therefore 'keeper liability' applies) so how could an appellant in your shoes use that second point?

    Hi all,
I have drafted a POPLA appeal against CEL. Please could you have a look and let me know if any issues or improvements required.

    Thanks in advance,
