    sorry my bad, I meant the payer.

    I understand what @KeithP meant but what if the receipt is provided to POPLA as part of appeal and that proves otherwise?
    Proves otherwise??

    But there is absolutely no way that a receipt can identify the driver.
    How on earth can that possibly happen?

    I'm unsure why you are trying to hide who was driving, given the fact that I don't think you've told us if the NTK is even POFA worded or not. So it may not even matter.

    Please don't show us the NTK (seen them all before!).  Instead, read the Newbies thread and tell us whether your NTK matches the CEL 'POFA worded' picture or the non-POFA picture in the linked NTK pictures thread there..

    The only reason for me not confirming who was the driver was because I read the newbie thread and it says that no matter what do not confirm who the driver was...From @The_Slithy_Tove explanation in this link:

    Regarding the images of the PCN, I already looked at the images provided in the Newbies thread in the following link:

    The problem here is that the PCN I have does not match with the POFA/Non-POFA version images like for like. To me the PCN I have looks more like a PoFA version (with images), parts of it match with PoFA and partly it looks like Non-PoFA so not sure how I can confirm if it is a PoFA/Non-PoFA.

    I am just looking for assurance that should I only appeal on the basis of the parking that I already paid to cover for the duration and present them with the parking receipt or I should look for other grounds to appeal to POPLA and if so then what other options are available?

    ok please see below the redacted copy of the PCN. Also just FYI, the car park land belongs to the council but it is used by a Leisure Centre members mainly and it is also a public car park. So I tried Plan A and I spoke to the Leisure Centre and they said that they cannot do anything as they can only defend cases for the members. They also mentioned that even if you complain to council they will redirect your complain to us and we will not be able to take it further. They said the best way is to appeal to CEL as I already have proof of purchase. So I appealed and that got rejected and now I am thinking of appealing to POPLA.

    So it is POFA compliant on dates (unless the envelope shows it was posted second class, but even if you kept it, I doubt it discloses it).

    So appeal to POPLA and admit to driving, if it was you.  With a POFA notice there's no point hiding that.
