I'd send the CEO a GSV link and ask him if he seriously believes that anyone could be 'drag racing' on a strip of land no bigger than a cricket wicket? Perhaps your MP can contact the local Police Force and ask how many instances of "drag racing" have been reported to them in the last 2 years at this particular KFC.5

Not sure how restricting genuine customers to one hour precludes any sort of anti-social behaviour! According to that letter CEL are "managing" the car park, in which case maybe they could send some (Civil) enforcement (Ltd) officers to have a word with all those miscreants and tell them they are naughty boys, rather than sitting in their offices automatically generating PCNs at £100 a pop!3

Hope it’s ok to post this. I had a letter from DLUHC (Hope that’s abbreviated right?) last week. Whilst they said this is probably not the response you want, it actually was really what I wanted, some good signposting for what to do next.1
