My invoices have been removed by the restaurant but as I said I would like to know who to send my formal complaint to about the discrimination caused by this company. As it’s been pointed out to me it’s a pointless exercise and I need to focus on the franchise.As I mentioned before I’m fed up of them targeting vulnerable families, the ANPR is still there with a sixty minute restriction and no signage anywhere near the disabled bays. The service is very slow increasing the likely hood of others in wheelchairs getting targeted and then having to jump through loopholes to get it removed or just pay it. I am beyond frustrated at disabled people being targeted.3

I can't see any planning application for the installation of the cameras and advertising consent for the signs on the Dover Council site; you may want to report CEL to them.3

That actually sounds like a really good idea and something I will look in to starting. Reading reviews it sounds like a fair few customers locally have been stung by it . Most people presume that you get a reasonable time to eat and if it goes wrong as a customer the restaurant will help you resolve it. Thanks to poster Marktheshark for the following.
It is written CONSENT that the PPC needs under the Town and Country Planning Act 1990 section 222 + 2007 section 225 amendment for permission to erect advertising signs.
Consent cannot be retrospectively given and conspiracy with the advertiser to do so is misconduct in public office.
Failure to obtain consent is a criminal offence and failure to enforce the criminal offence is also misconduct in public office.
If you are to complain, get it right and make sure you inform the officer dealing at the council you expect the legislation to be followed to the letter of the law.
Offering a parking service conveyed by signs is advertising a genuine offer.
Parking eye went to great lengths at the supreme court to insist they were making a genuine offer. UKSC 2015/0116
Both The landowner and advertiser are jointly and severely liable for the offence.
Note that only the council can prosecute, and sadly most do not bother.
The following also applies,
The principle of public policy is "ex dolo malo non oritur actio." No Court will lend its aid to a man who founds his cause of action upon an immoral or an illegal act.
This is a public law principle going back well over 200 years that no man should profit from his crime.
The PPC has committed a crime, and KFC as principal are jointly and severally liable for the criminal actions of their agent.

Our team members and managers always aim to help our guests as best they can in the restaurant, in providing a friendly service and any help that’s needed. This is certainly the intention in all of our restaurants across KFC, so when we hear that something has gone awry, we are always keen to investigate. Please be assured that all relevant internal actions will be taken off the back of your complaint to ensure this doesn't happen again. There are parking restrictions in place at a number of our restaurants, with a time limit to ensure there is adequate parking for all of our guests, as well as deter any unwarranted or prolonged use of the parking facilities. At sights that do have restrictions in place, there is signage displayed both as you drive into the car park and on various lamppost's. The company that issues Car Parking Fines is a third-party company and they monitor visitors via censored cameras in the car park.
I am pleased to let you know that the restaurant has managed to cancel the Parking Fine for you, and no longer require any further action on your side.
To try and further put this right for you and your family, we would like to welcome you back as guests.
