    what action are they taking to ensure that this never happens again and those that need extra time as a result of a long term disability are not caught out by discriminatory ANPR systems?

    Well done on that result.  Every complaint matters, not only to cancel individual PCNs but to wear down retailers and landowners to think "PPCs and ANPR is a real problem; there must be a better way"...
