You are treating POPLA like a mitigation service, that appeal won't work POPLA only consider the law (such as it is for private parking tickets) and the PPC's a process within the BPA framework and COP, signage etc.You had an invoice from a parking company nothing more.2

Not the landowner
No standing to issue charges in their own name
Frustration of contract, (parking app failed to connect/not fit for purpose/inadequate mobile 'phone signal). Include proof of screenshots/downloads/connection attempts if available.
Inadequate signage
No breach of Ts and Cs occurred, payment was made for parking (Include proof)

Oh dear, that POPLA appeal won't be successful but the good news is their decision is not binding on you, the motorist. You can continue to refuse payment and see if OPS try court.Always remember to abide by Space Corps Directive 39436175880932/B:

I know for the 'experienced' disputers on here, the sentence 'You can continue to refuse payment and see if OPS try court.' doesn't mean much but, to me, the novice, it sounds pretty scary...
While I wait for PoPLA to turn me down, is there anything more I can do? Write to the Landowner? From @Fruitcake's last message, I get the impression that writing to the Landowner does not help.

I don't believe I ever said complaining to the landowner does not help. It still the best option, and always will be.
Complaints to MPs is essential as well, but not enough people do them.
If ever one of the nine million or so people who get a PCN every year complained to their MPs, something would have changed by now. Change is coming, but it is slow and has been delayed many times.

Defending a claim (at that stage) is one template email - even easier than a POPLA appeal. No risk. As long as you don't go moving house & not telling OPS the new address, and to erase the old one.
But don't send responses in your own words like you rushed that POPLA appeal. Stick around - and no need to panic.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Ok, I will try to stay calm and keep posting any further developments on here. I will also not rush my future responses, @Coupon-mad.
As I mentioned previously, I wrote to my local councillor (whose reply I included) and she thought that I might just need to accept the situation, as she had done when it happened to her. I'm not sure how or when to write to my MP.
As for the letter to the Landowner, are there anything else in particular that I need to include? I will include what @Fruitcake suggested in a previous post, as I still have that useless app on my phone. I'll post the draft on here first for you all to peruse.
