Local Government Pension Scheme and a SIPP?

Hello,
I’m 49 and pay into the Local Government Pension Scheme and a basic rate taxpayer.
I have always assumed that I am not allowed to take out a SIPP myself because I already have a pension with my employer.

I’m wondering now if if perhaps I am allowed also to pay into a SIPP it might be preferable to taking out an ISA, as I would be investing in an ISA for 10 years anyway and I believe there are additional tax perks to SIPPs? Also I could withdraw from a SIPP from age 57(if needed)?
thank you for any replies in advance
