ISA allowance 23=24

Had 2 instant access ISAs at 5/4 /23, in Jul23, transferred £4000 from 1 to other, then £8k from another savings a/c, all with RBS. 
Forgot about the above and tried to open new fixed rate ISA on 8Feb.  It was rejected as RBS said I only had £8k available, ie. £20k less the above £12k.
I accept that the £8k would be part of the 23-24 £20k but surely the £4k is not.  Argued with RBS but declared I was wrong.
This is surely at odds with the comment in note6 about ISAs - Need-to-Knows.
Advice please.

    If the £4K transfer from the other ISA was handled using the receiving provider's ISA transfer process (as opposed to being withdrawn and re-added via a non-ISA account) then it doesn't affect your annual contribution allowance, so if that's what happened then you'll need to raise a complaint with RBS.

    Not sure what you mean by time limit is tight. 
    For a transfer it doesn't matter when you transferred.

    You need to raise a formal complaint if it was done through the correct process.

    What do you mean by - time limit is tight?

    I presume OP means that there's only a limited window of five weeks within which to resolve the issue with RBS in order to deposit the remainder of their £20K 2023/24 allowance before the end of the tax year, i.e. RBS say they have £8K remaining but OP rightly believes it should be £12K?
