Yes they might use 3 or more times more on average - even if you dont.
And that's a problem with being unmetered - you are in a pool of customers with unknown consumption.
You have a neighbour who is continuously watering the garden every day in summer by mains hose or sprinkler - you may well be subsidising them.
They can only estimate the share of the difference between what they pump in and meter out is going on losses and what is going on unmetered domestic properties.
The solution for many is simple - get a meter.
And compulsory metering is now at long last being rolled out in more areas - although these tend still to be ones at highest risk of drout/drought.
You don't get unmetered gas or electric - why expect unmetered water ?
It's very easy to waste potable water - like on garden - and even daily in terms of using more than necessary for washing, flushing loo etc (ST handed in a small pack including a cystern hippo when they fitted my smart meter - the driver had about a dozen in the van) - and having a water meter really focuses the mind.
If you want to - get a water butt - or if really serious about savings - a grey water recycling system to recycle bath and shower water etc - as many metered businesses have done for years for tap water etc.
The same way higher energy prices have focused consumers on their energy consumption leading millions to make sizeable savings in their kWh usage.
