Multiple Parking Charge Notices from ANPR365

Hi

I have read the sticky thread regarding complaints and understand that i must initially complain to the landowner and then as the registered keeper of the vehicle using the blue template but i would like some advice in addition to this if possible.

I have used a car park for many years which was free to use without any signs to suggest it was exclusively for Costa/ a Veterinary practice (2 businesses located by the car park). I work nearby so use the car park on a daily basis for 5-6 hours.

I have so far received 2 notices to pay £60 for breaching their new 1 hour parking policy which has apparently been in place since 1st January. I received these on 19th February for parking incidents on 4th and 8th January. 

There are no clear signs at the entrance to the car park, or close to where i park, however on closer inspection there appear to be a couple of notice boards tied to a fence further into the parking area. I would never have noticed these and so obviously continued to park there on each day of the week since 1st January.

I now expect ill be receiving more than 30 separate notices.

Is there a reasonable limit to the number of notices i can argue i should receive prior to being informed that i am breaching their rules?
Do i need to appeal the initial notice and address subsequent ones at the time or each one individually to avoid the charge being increased to £100 per notice?

From any previous cases that may have been similar do you think i would have a reasonable argument?

    As your Parking Charge Notice does not comply with the requirements of the Protection of Freedoms Act 2012 (Schedule 4) you are, in law, unable to hold the registered keeper of the vehicle liable for the parking charge.

    Therefore, I suggest that you contact the driver. As there is no legal requirement placed on the registered keeper to identify the driver, I will not be doing so.  I require you to cancel the parking charge and remove my personal information from your database.

    I probably won't bother with the IAS farce, and I am not liable, so cancel this tacky 'NPC' now or issue a court claim without delay.  Be aware that I'll counterclaim if you do.

    They are new, small fry and will do nothing exciting.  Just debt demands.

    Just because someone can park on a landowners private property without any consequences, it doesn’t mean you should.

    When people abuse a facility like this, it’s inevitable that an operator will be called in at some point to deal with it.

    I agree with your middle paragraph.  It's people parking like that on private land who have caused the rise of the rogue parking industry.

    Trouble is the rogue parking industry are so damn greedy they can't just do a job for a fee from the landowner like any honest profession does (security firms, cleaning companies. etc).

    No other 'service' rocks up offering a protection-racket style regime that inevitably encourages as many PCNs as possible.

    And no other 'service' has the unique chance to stage the problem/send fake complaints to retailers in order to create or exacerbate a problem that they can then present a 'solution' for.  It's all been noticed.
