Not your own user name (that's edit and delete) but someone else's as per above.
It's like it in Firefox and Chrome (can't test Edge as uninstalled it)

This is a small bug our provider is aware of.
This options menu should only show for your own posts so you can click the 'edit' option, but currently it is showing for you on all posts. Since you don't have permission to edit other people's posts, you're seeing an empty menu.

I logged in today on my laptop and immediately noticed a vast improvement in page loading speeds, they use to take ages to open before on this laptop. (Never been a problem on my Android phone).

However as already noted by others the Quick Links and Categories are flying out immediately on mouse-over again, annoying but I'll suffer that if the pages load quicker.

I don't see a change in the speed of the top-menu. 
Did you use this page in the past to disable the menu? 
If so, it could be your preference has now been lost and you could try to use it again.

The some coding on the top menu changed on Weds so expect that's what caused it to be setting to be lost.

I still can't access the MSE forums on my Kindle Fire and someone else has said they have the same problem with their phone.

Both hers and mine are old models but the MSE is the only site forums where there's a problem. I can still use my tablet for everything else.

Is this going to be a permenant thing please?

That the sites has been updated and kicked the old gadgets out - being mse I'm not going to buy something new for the one site obvs.

And yes, I'm still annoyingly putting everything back on my tablet after trying to delete all cookies and history but still it's just this site. Can't view it by going direct from the website either, or searches. Brings them up but still a blank page with  a blank green banner at the top.

I'm typing from my laptop at the mo, which I don't use that often but I was daily on the fourms and missing them.

Thanks that has hidden them so that they no longer fly out.

TBH I can't remember if I had used that option in the past, but I probably had.

EDIT- Well that didn't last long and the flyouts are back again, looks like the setting isn't surviving a logout. I'll give it another go.

For information, had another Vanilla bad gateway yesterday just before 10pm. Seems to be resolved now, but couldn't access any part of the site at the time.
