What possible benefit could be derrived from a flat being unfit for human habitation?

The Welsh house is just too odd to figure out from photos. The photos were a bit dark and uninspiring.

What does one do with a flat unfit for human habitation? Storage? Office?

Just looked at the Kent flat link. Given that it is a basement without sufficient natural light then which way and where do the stairs go?

According to the map it is Vinters Park, a very popular 60s housing estate (where we nearly bought a house), and looking at the birds eye view it is a detached house? Maybe they built a granny annexe in the basement without permission? Curious it should be sold seprarate to the main house.
    Been away for a while.
