    From what I can see of the two pictures, it's just the inclusion of the words, "...(service) of the driver, pass notice on to the driver..." which is different from the non-compliant to the compliant version? (If this is the case, unfortunately I have the compliant version).

    The alleged event took place at Church Farm - Warrington (Stockton Heath).

    Am I correct in thinking (from your earlier comment) that the first appeal to the PPC should be as 'plain' as possible (because they're never going to uphold it anyway) and then save the details for the POPLA appeal?

    Without seeing the a redacted copy of both sides of the NTK it is impossible to tell if it is PoFA compliant. It looks like they have recently got their act together after losing at PoPLA when the assessor spotted earlier versions of their NTKs were not compliant, but we would need to see yours to confirm.

    Personally, I wouldn't advise someone to muck about with the template in the NEWBIES unless they knew exactly what they were doing. In your case I would send it as is, plus a one liner that the NTK arrived too late to hold the keeper liable. You can argue the toss about dates at the PoPLA stage.
    By the way, my comments about the dates is based on the assumption the NTK was sent first class. If however it was sent second class, which does occasionally happen, then it would be presumed to have arrived four working days after posting, not two, so would be non PoFA compliant in that case. Check the envelope if you still have it.

    Yes.  It is just a stepping stone to POPLA, if you want to bother.  POPLA isn't considered independent or competent so only do it knowing it will probably lose. And that you won't be paying!

    IS it still necessary to go through it in case of legal action?

    This why finding out who owns the land is worth spending time on.  You have another week before the appeal needs to go into ECP.

    Plan A research first. Google the place. Look for local paper articles and shop unit adverts, assuming the site agents name isn't already on a plinth or board at the entrance (that no-one looks at).

    OK - having paid for a copy of the title register, I can see that it's a private company that owns the land.

    What's the best way of contacting them in cases like this? 

    Do I write to the directors / secretaries of the company at their individual published addresses?

    Has anyone on the forums had experience of doing this?
