Exit fees when someone taking over

We had to leave the broadband contract early and were charged fees, roughly equivalent to the charges for the remaining 3 months in the contract.

We were initially told that the fees will be waived if someone registers before our contract gets cancelled, but the next tenant registered for the same broadband less than one week after our contract ended.

I wonder, do we stand ground in asking them to waive (a part of?) the exit fees, given that right now they are kinda double charging for the next 3 months?

    They didn't register before your contract ended so you are liable for the early termination fee.

    Sorry, cannot see any way the ISP will waive the fee.

    They aren't double charging, one contract ended and a week later another one commenced.

    Sorry but that is nonsense, even if someone ‘takes over’ using the same ISP as the person leaving a contract early ( and it’s not them taking over your account , it’s just them coincidentally using the same provider as the previous occupant ) , that doesn’t change the terms of the contract the person accepted, that they would be a customer for a minimum period of time and if they don’t see out that commitment there will be a penalty to pay , called early termination charges.
    Obviously any provider can as a gesture of goodwill waive early termination charges if they wish to do so , but there isn’t any compulsion to do this , if the ISP said they ‘may’ waive the ETC if the new occupant of the address chooses them to provide service, it was probably just a customer service representative speaking out if turn , hoping to pacify the OP and get them off the phone 
    You could ask them to waive the ETC , but they will probably refuse, and that’s the end if it , It’s a case of pay up and move on for the OP
