    So what do i do? I've read the newbies thread which says to email and then my letter says not to email. So do I use the reply form then? Saying I dispute?

    So they've not responded to the email. They've sent me 2 more letters before claim even though they've already sent them. Do I respond to these aswell? Also, I have not said who was driving but the driver now has possession of a Blue badge. At the time the driver had applied for a Blue badge but did not have one in possession at the time of the incident. Is this worth mentioning as a defense? Also, If they ask for details of the badge do I have to give them as this will then identify the driver of the vehicle at the time of incident?

    Sorry but you were told they wouldn't respond to an email by KeithP.
    What has a blue badge got to do with this, their claim is that a permit was not on display not a blue badge.
    But to answer your question, how can they identify the driver from a blue badge unless you told them the driver was the blue badge holder, the blue badge holder could have been a passenger!

I asked for advice and no one got back to me other than to show me the line about the email. So I couldn't just ignore it so what was I supposed to do? The blue badge holder can be identified by the issue number. There is an open access database where they can search the number and identify the name of the person who holds the blue badge.

    Yes there is a national data base this is 1. because a central provider prints and distributes the badges 2. for local authority/police use.
    It is quite obviously not for general distribution or open access as you state, but in any case how on earth could it show who was driving!
    I still don't understand why you are homing in on a blue badge which has no relevance, it is not intended for use in private car parks, and a PPC has no access to any data base related to it.
    You are over thinking this and wasting your time!

    Parking firms do not in a million years have access to any such database, as @fisherjim says.  And it isn't relevant to the case.

    Sorry I'm just panicking. Think @fisherjim hit the nail on the head think I'm just over thinking all of this. The drivers employer has refused to give out the details of the soye manager who owns the car park so I'm unable to complain to them unfortunately so will just have to wait for their next letter. I have emailed but it did say they wouldn't accept email so not sure what else to do from here?

    It said they wouldn't accept service of documents by email. You weren't serving any documents, just replying to a LBC.
