Proof of Insurance hasn't been needed to tax a car since about 2013. I can't remember the last time a dealer asked me.WellKnownSid said:

Same here, paid the main dealer a deposit whilst on site, having agreed the p/ex on ours with balance due on collection. At that stage we’d only seen photos of the car as it had to be moved from another branch in the Midlands. On the day, we checked the car over, all ok, so paid using my debit card; I had to input a verification code but other than that all straightforward. Dealer arranged road fund licence on the day and dealt with paperwork. that’s exactly my plan now. Get there , view, ensure previous part exchange agreed. Pay balance and have them DVLA register and road tax it. Drive away.

The proof is typically verified by the VED-issuer all online.
Maybe, in the case of new cars, the online record does not update immediately and / or the Dealer simply wants to avoid spending time to obtain the VED unless they have evidence that the insurance is in place first. A Dealer may not have access to the same online system - I don't know?
I can also see that the Dealer would not want a car driven off the forecourt unless they know it has been insured by the purchaser. Even the start time of the policy could be relevant to the Dealer. Say the policy start is 12 noon, the Dealer would not want the purchaser driving off at 11:30 and writing the car off before 12 noon owner's policy is in force and the purchaser then trying to claim on the Dealer's trade policy.0 -

AFAIK the requirement was dropped when the continuous insurance law came in. Presumably the DVLA had realised at last that proof of insurance on day 1 was no help at in ensuring the car was covered for the remaining 364 days, and so essentially pointless.
in practice, if the car isn’t insured within a few days the new keeper will get a letter from DVLA threatening prosecution and offering an out-of-court settlement.1 -

exactly this and 'cover notes' are dead as the insurer generates and emails you/ your broker if you use a brisk and morter broker a PDF certificate, 'cover notes' really is a pre internet thingGrumpy_chap said:

Regarding insurance. Can you not just ring your present insurer and tell them you will be picking up a new car..?, also, most dealers offer drive away insurance usually for a few days, or you can obtain one day insurance, there are companies that offer this..0

The dealer is not 'permitting' the new owner to drive the vehicle. It has changed hands, and he no longer has any control over what the owner does.HHarry said:
