Hi there,
Trying to help a friend who has received the following PCN. I have redacted the dates but it was issued within a few days of the parking incident). This one is IPC rather than BPA which was all my previous instances. I have been trying to find a template response for IPC but the notes refer to "IPC AOS member only". This PCN seems just be just IPC, it does mention "IAS" but I couldn't see reference to "AOS". Hope the following is suffice. Help appreciated. Thank you.
This is the description of what happened ...
"Arrived at car park (12:22) parked went to look how to pay. No parking machines just a sign instructing pay via app with a site specific code. Got phone from car and tried to install but poor signal so failed first time. Managed to get a signal and once installed then had to create an account including name and password. Selected two hours of parking ending at 14:39. All the messing took 17 mins from first entering the car park where the camera was."

Plan A is a complaint as always from the registered keeper to the landowner and the keeper's MP.
Plan B is an appeal using the template in blue text from the NEWBIES, plus a one liner about a frustration of contract due to the parking app system failure that took 17 minutes to load and allow payment.

But no appeal will work, so ignore them after.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

See below, as it is for someone else just wanted to make sure I have understood and that this is ok. Then upload this onto the IAS web page on the rear of the PCN. Thank you.
Re. PCN reference: <PCN REF>I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner. There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle. If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.I understand that the process took at least 17 minutes in loading the app and allowing the payment for 2 hours of parking. Which is all that was required and used.If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.<KEEPER NAME & ADDRESS>0 -
Why are you trying IAS?

Coupon-mad: Confused ... I thought that the advice was to use the blue text notes I read stated don't do so by post, use the online process provided? ...
Re PCN number:
I dispute your 'parking charge', as the keeper of the vehicle.
If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.
If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.
THE NAME AND POSTAL ADDRESS OF THE KEEPER (OR THE HIRER/LESSEE) GOES HERE, OR IN THE RELEVANT BOX ON THEIR APPEALS PAGE.
THE DRIVER IS NOT IDENTIFIED.
DON'T POST IT BY ROYAL MAIL UNLESS YOU HAVE NO OTHER OPTION ON THE PCN.
CERTAINLY NOT BY RECORDED DELIVERY - FORGET THAT! - ALWAYS USE THE ONLINE APPEAL PAGE - OR EMAIL IF OFFERED AS AN OPTION ON THE NOTICE - BECAUSE THE APPEAL CANNOT GET LOST AND YOU CAN KEEP PROOF/ A SCREENSHOT. NO NEED TO USE YOUR REAL SIGNATURE IF YOU HAVE NO OTHER APPEAL OPTION BUT POSTAL...BUT OF COURSE YOU PUT YOUR NAME AND ADDRESS!

Has an appeal already been made to UK-CPM?1
-
KeithP: No not yet.0
-
But in your post Today at 10:35PM you said...RobinHill said:...upload this onto the IAS web page on the rear of the PCN.2
-
KeithP: "Then upload ..." ie. once you guys checked it. But anyhow I am well confused now (but it is getting late and I'm tired) please also note I am autistic and take things very literally but I am usually not too bad with written language ... plus I'm abroad on holiday ATM but was trying to help a panicky and worried friend ... I was signposted to the sticky notes and the blue text template and then "... use online available and not by post" ... on the back of the UK-CPM PCN it refers to the IAS web page for appeals so naturally I thought that you meant this?0

Coupon_Mad: I thought you were saying appeal, but this won't work, then ignore (rather than don't appeal at all). I assumed that the appeal bit was still necessary as often the advice on here states do not ignore, and that appealing even though it will be rejected helps in someway further down the line.0
