I have a parking fine but not my vehicle

In the pack are photos of everything such as vehicle position, and private property no parking signs etc etc. The vehicle is definitely not mine, and I have no idea where that place is in the photos so i'm stumped about it.Alarmingly at the end there appears to be a letter in there addressed to DCB with my forged signature at the bottom! I have never written this letter, the grammar and vocab are all out of sync with what I would normally say or write as though someone else has written it and put an attempt at my forged signature at the bottom.Wow!
This is pre-action, yes? Addressed to DCB Ltd (not DCB Legal) and giving your address and saying you were driving?
Is it that forged letter that made DCB start writing to you?
Must have been written by whoever DCB sent their previous letter to, I assume?
You must tell DCB Legal this immediately.
Please show us a redacted photo of the letter (cover your data, and any ref and your VRM). It would be useful if we could look at the language used.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

It uses my name and old address (I moved in 2016), and it opens by stating "I accept being the registered keeper" only that's false. I have no connection to the vehicle, not did I write this letter!Is it that forged letter that made DCB start writing to you?- My first interaction with DCB was when I received a court letter at my current address in december 2023.

I have a similar ongoing case .I investigated it and found it stemmed from DRPL’s mis trace for updated address, and it turned into a serious and prolonged harassment against the wrong person even though he repeatedly told the parking company to remove his name and address from their records , any further demands for payments they will claim damages for distress but was refused on the basis that the data was provided by the dvla (clearly not…… )
the real person apparently already appealed etc .
it appears that in your case a similar thing had happened?So if the victim actually submits a SAR during court proceedings and they provide somebody else’s private information, appeals etc that is a very serious breach on the PPC’s part .It’s not going to end well for them .3 -

Check the wording on the first letters from the legal firm or its debt collection services check if there is any mention using their tracing services.I dont think it’s deliberate on the original appellant’s part . It’s highly probable that it’s a mistrace for keeper’s updated address . They may have moved .You need to try and identify the root source of how you ended up being wrongly harassed . Once you have identified this you then could issue a claim against them for harassment similar to VCS v Ferguson . The claim needs to be laid out in detail to have a good chance of success .A subject access request should be sent to the parking firm and all its instructed debt collectors and solicitors for all copies of all documents sent to you and case management records in relation to the pcn(s) and send a letter to the dvla asking for confirmation in writing that you were never the keeper or driver .You can use all your findings in your witness statement and can be used to seek costs of the time spent and losses in having to investigate where it all went wrong etc to prove unreasonable behaviour in pre and during litigation pursuant under CPR 27.14.(2)(g) .5
