Taxed, insured, no MOT

    A car that is taxed and insured is not waste to be disposed of.

    Not having an MOT is a criminal offence.

    Even if a crime has been committed, is this really what we want our stretched police forces to be dealing with?

    It’s not even low level criminality that could lead to more serious crimes.

    A neighbour’s car is quite often outside our house despite having a driveway big enough for 4-5 cars. My relief is that my hedge blocks the view.

    OP, maybe build a wall to block the view.

    Can you not notify the authority that the blue badge is being abused? i am sure you could do this anonymously ,worth a try.

    You’ve missed the point completely. I don’t care about the view. I don’t live in the most salubrious of areas anyway. And none of the houses here have drives.
    So what  I care about is not having a scarce parking resource taken up by a broken down wreck that seems unlikely to be going anywhere any time soon.

    I had one parked outside my house, that looked abandoned, and had no MOT, I reported it to my local council who put a notice on it to say that if it wasn't moved in 7 days it would be towed. 3 days later it was gone.

    It's possible that different councils have different rules, which is why I posted, 'maybe call your local town hall and ask for advice'

    But AFAIK no council will treat a car as abandoned if it's taxed and insured, as the OP describes.

    Whereas mine will (quite swiftly) lift any permitless car if it's in a permit-only zone, which appears to be the bigger problem around the OP. So I think lobbying the local councillor(s) may be helpful.

    There are three terms used in connection with vehicles and road traffic law: "keeping", "using" and "driving". None are defined in legislation and if an allegation is contested it is up to a court to determine whether a law has been broken.

    The legislation covering MoT test requirements for cars (Section 47 of the Road Traffic Act) makes it an offence to "use" a motor vehicle without a valid test certificate. Clearly "using" requires more activity that merely "keeping" but less than "driving". I cannot imagine a court deciding that the vehicle described in this question is being "used" and that could explain why the police are reluctant to become involved with enforcement on vehicles with no valid MoT that are simply parked.
     I don't see how this case is any different.

    This case is quite different because the car has both insurance and tax. 
    Remember the saying: if it looks too good to be true it almost certainly is.
