I believe what has happened to you is exactly what I pointed out happened to me on Page 1.
It looks from those figures that you are in the Eastern region and have been put on the Non - Direct Debit Tariff, which is slightly higher than the Direct Debit Tariff for that region.

If you increment your tariff figures by 5% VAT you will see the Shell figures correspond to Eastern Region E7 figures in the top table "Payment By Direct Debit",Shell Excl VAT - Day 35.415 Night 14.856 Standing 40.106Shell Incl VAT - Day 37.1857 Night 15.598 Standing 42.1113
And the Octopus figures correspond to the Easter Region E7 in the bottom table, "Other payment methods"Octopus Excl VAT Day 36.144 Night 15.524 Standing 45.325Octopus Incl VAT 37.9512 Night 16.3002 Standing 47.59125
The Shell Direct Debit info should have been carried across, but If you go into your Octopus Account you most likely wont have any Direct Debit information like me, probably why I got allocated a non-direct debit payment.
On Page 1 of my Octopus bill it says:
"As you have no Direct Debit in place, your balance is due for payment in 14 days."
On Page 2 it says: "Payment Method Direct Debit"

So we;ve sorted that out, then. OP's tariff hasn't changed but he needs to set up his DD and ask Octopus if they will backdate the change.

The DD info should have been carried across according to their blurb, Shell customers shouldn't have to do anything, looks like they have screwed up somewhere and lost some DD Info, some of their algorithms seem to think I have DD, some seem to think I don't.
If I go into the Octopus Payment page, there is an option to "Update bank details", if I go in there it shows empty Account number and Sort Code fields. Would these fields normally be populated with DD details? or are they blank because they are expecting you to put in new entries ? Otherwise there doesn't seem to be anywhere to view existing DD Details.
I emailed Octopus about this a couple of days ago, haven't had a reply but my tariff rate on their Website has now been corrected. Smart Meter is still showing the wrong amount. Haven't had a 'Welcome email' yet but a welcome letter arrived yesterday. I'll give them few days and chase them again.0 -

If that was on the Octopus tracker tariff that has increased since 15th February, then its probably best to highlight that.
It was on Agile. Obviously the average price varies every billing period but I've never paid more than about 2/3rds of the SVT rate.

Update.
My Smart Meter is now showing the correct DD Rate.
A new bill has been generated for me.
It has the correct standing charge rate.
The new bill says they will now take a DD payment on 4th March.
Website still doesn't have any DD info on it though, I'll keep an eye on that.
It's good that Octopus have reacted very quickly to my email pointing out the issues, would have been nice if they had acknowledged the email though.
