    Oak is ZZPS

Either ignore them, or complain about it to the private parking company DPO as incorrectly processing your data after a court claim against you was struck out, so a similar complaint as in this thread below

Ignore them unless you receive an LBC or a Money Claim

Thanks for the advice @Gr1pr and @Coupon-mad. Is it worth complaining to Ipserv's DPO too in the meantime, or should I wait in case Oak do nothing? I would imagine there will be another Oak/ZZPS letter coming soon for the other PCN in that struck out claim.

I suspect they traced me somewhere along the line too - as the Oak letters include my middle name (which is not on my car's V5C) - and that gives me even more concern about Ipserv handing over my personal data for them to do this…

Send EXACTLY what I said to ZZPS' DPO because I wasn't joking about that wording.

You can send similar to IPSERV but obviously not with those names.

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Isperv are owned by ipswich county/council, as far as i know.

If they are then copy CMs resonse to the council CEO helen.pluck@ipswich.gov.uk

    From the Plain Language Commission:

"The BPA has surely become one of the most socially dangerous organisations in the UK"

Alright… sent what @Coupon-mad wrote off to ZZPS 😆 - I had to use their email as there doesn't appear to be one for Oak.

Upon doing some research… woah! Are these the same people who were associated with Roxburghe back in the day?! They were very bad back then with letter chains…

Anyway, I saw on here someone else had GDPR issues with Ipserv:(https://forums.moneysavingexpert.com/discussion/6283452/car-parking-charges-and-false-information-from-ipserv-ltd/p1)

So I thought maybe I'd lodge a full formal complaint to Ipserv and see where it lands. Thoughts on this to go to their DPO? Any changes? I will definitely CC in the Ipswich Borough Council CEO, as @Half_way suggested.

    VRM: XXXXXXX

    PCN Reference: XXXXXX and XXXXXXX
    County Court Claim Number: XXXXXXX

    Dear Sir/Madam,

I am writing to lodge a formal complaint regarding a serious breach of my personal data by IPSERV Limited.

As you are aware, under Claim Number XXXXXX, on 4 September 2024, the judge at Norwich County Court ordered that the claim against me for the two aforementioned PCNs be struck out. This matter is res judicata and has been fully disposed of. As per GDPR, your "legitimate interest" to process my personal data ceased on that date.

Despite this court order, you are currently instructing your agent, ZZPS Limited (trading as 'Oak Legal Services'), to demand £170 from me for one of these PCNs (XXXXXX). I received correspondence dated 24 June 2026 from your agent regarding this. I have reasonable cause to believe that this may also be the case for the second PCN, XXXXXXX.

Furthermore, the correspondence from your agent includes my middle name. This is not used on my vehicle's V5C, nor have I used it in any previous correspondence when appealing either PCN or defending this court claim. As such, I determine that it is likely your agent has conducted tracing on me to add on file. Conducting such acts to pursue a PCN that was struck out would appear to be a serious violation of Article 5 of the UK GDPR and as the data controller, you are responsible for your agent's actions.

By failing to update your records and allowing a third party to access and process my data to demand money for a struck-out case, IPSERV Limited are in breach of the UK GDPR (Principles of Accuracy, Storage Limitation, and Lawfulness).

As a company wholly owned by Ipswich Borough Council, this failure to adhere to a court order is unacceptable. I have no confidence that any personal data regarding me and my vehicle (VRM XXXXXXX) is secure on your systems. Additionally, you and your agent are causing me undue distress by mishandling my personal data and continuing to attempt recovery for a case that has been struck out.

    I require IPSERV to:

    1. Immediately instruct ZZPS / Oak Legal Services to cease all collection activities and erase my data regarding XXXXXXX and XXXXXXXX.
    2. Provide a full log of when and why my data was transferred to ZZPS/Oak Legal Services post-2024.
    3. Erase all of my personal data on your systems regarding XXXXXXX and XXXXXXXX.
    4. Confirm in writing within 30 days that the data has been erased.
    5. Provide an explanation as to why an unlawful third-party data disclosure occurred.

If this matter is not resolved within 30 days, I will escalate this directly to the Information Commissioner’s Office (ICO) without further notice, as well as a formal complaint to Ipswich Borough Council, and possible legal action against IPSERV Limited for data breach damages and distress.

    Yours faithfully

That's brilliant, and definitely cc in some people the Council by name(s).

"Upon doing some research… woah! Are these the same people who were associated with Roxburghe back in the day?! They were very bad back then with letter chains…"

    Yep.

Gary Osner's Roxburghe had their DRA licence removed by the OFT who said there was evidence they were 'unfit' and their letters were misleading consumers. The OFT is defunct but the FCA keeps long records about alleged or proven 'unfit' debt collectors. Trouble is, the parking sector DRA side isn't regulated by the FCA, creating a loophole and a hopeless lack of consumer protection.

To set up 'Oak Legal' which is new, ZZPS have poached Scott Wilson from Civil Enforcement Ltd (infamous for causing thousands of CCJs every year by using old addresses).

Scott's 'proud' background is that he was Head of Legal at disgraced Wonga and they swiftly folded following investigations against them, including by MET Police. Reportedly, their alarming and 'illegal' conduct included mocking up an extremely intimidating letter chain from a fake legal firm.

Having learned from this - and because Scott is a barrister - ZZPS have created a real legal firm.

Time will tell how utterly appalling & intimidating their letter chain and Claims conduct will (likely) be when they start churning out bulk litigation. I predict this due to evidence of ZZPS' atrocious misleading (and even reportedly lying) behaviour over the years.

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
