I have reattached the letter. I have now also emailed Subway again and also emailed the MD of Subway.
I am not sure what I can do here. Will I go to court? I am just worried.

It's just a debt demand to ignore.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I sent an email to Subway but had nothing back. I also reappealed on civil enforcement. They have wrote to me today to advise this has not been successful and my fine is £170. Hi,
Sorry for the delay. So when I got the letter above advising I owe £182. I wanted to appeal to essentially explain that I have emailed Subway, I have emailed the boss of Subway and not had any response.
The letter I got back is this. The amounts are different so it does feel like they are just being chancers and chasing up old tickets to scare me into paying?
