PCN appeal

Ive received a pcn in the post back in September, i have ignored the first two letters from Parking Control Management, ive now received a letter from Trace debt recovery. I have read through the newbies forum and wanted some clarification. Ive seen the template to send as the keeper of the vehicle, on the forum it said to send this from the first letter you receive from the debt collectors. I wanted to check if i can still send the template as a response, did it need to be sent from the first letter you receive from the parking company? Or is is it the first letter from the debt collectors. 

Sorry if this has been asked before i did try to find an answer before posting.

    The advice to ignore a PCN has not been given on this forum since the law changed in 2012.

    Plan A is for the keeper to complain to the landowner and the keeper's MP, and it is never too late to do so.

    Post 4 of the NEWBIES tells you why it is safe to ignore powerless debt collectors, but do not ignore a letter of/before claim, or a court claim.

    Please tell us the precise location of the alleged event.

    It was a private residential street so no "landowner" as such, was in Liberty Close, Havant, Hampshire

    Of course there is a landowner.
    It is the landowner who has engaged the PPC.
    I would suggest that for 'public roads' there 'is no landowner as such'. 

    Google Street View shows a distinct lack of signs...

    So i stopped on double yellows to grab something for like 2 mins and someone came outside their house and took photos on their phone, must have then reported them.

    That sounds like a self ticketing scheme where someone is paid a bounty for every ticket that is successfully paid by the motorist. They get sent a pack, and an app on their phone. They do the legwork and the PPC sits back and rakes in a bucketful of cash for doing very little.

    Yeah that sounds exactly like that. I have written to the local MP but feeling very much like im going to have to just pay up.

    Why on earth would you pay a private parking scam?
    It's not a fine and if you stopped for two minutes that is allowable anyway, as Keith P sates above that street shows a distinct lack of any signage, no signs no contract.
    Trace are useless Muppets that can't do diddly squat, don't fall for their bullying scam!

    Sorry could you explain this further, i dont know what DYL means? So is the advice to just to ignore them until you get a before claim letter?
