Hi guys its been a while i got this letter from the parking company. Is this the letter of claims?

Nothing more than an attempt at debt collection.
The term '14 days' mentioned a couple of times confirms that.
The fourth post of the NEWBIES thread explains exactly how to deal with debt collector's letters, but to summarise that post - ignore them.1 -

Hello guys
After 6 months I finally recieve a LBC from gladstones. And I read that they like taking people to court.
I find it funny fishy that the letter came today but dated 11days ago. Is this some sort of tactic not to give enough time to act.
I havent heard from my friend who have the same issue so I thought that these alligators gave up taking my money.
Please advise where to reply to this solicitor. Thanks0 -
Do what the 2nd post of the NEWBIES thread says to do at LBC stage. Please don't copy the response here; we don't need to check it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I didn't get any court letter or anything they just sent me a letter to pay or I'll get a CCJ.
Here's another issue, I already paid the said fine on time but I still have awarded a CCJ on my credit history.0 -
Please give us a chronology, i.e.:
what exactly (heading on each letter) arrived on which dates and what did you do on receipt of each letter (and on which dates)?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
