HI all,

Got a private ticket for parking in a blue badge bay without a badge (we do have one). This was at Primark in Lakeside. Not sure who actually owns the parking though as there is a shopping centre, can anyone help me find out? I tried emailing the primark ceo but that didn't work.

I have received the second letter now.

For reference I parked here: https://maps.app.goo.gl/Bu5MR9f3pFvMySG96

Which PPC issued the parking charge? Premier Park Limited perhaps.

When you say a second letter, do you mean you've already had a letter posted to the keeper, or do you mean an NTD was left on the vehicle?

Where precisely did the alleged event occur? If possible, use the link to "drive" around until you can show us which bay(s) was used.

    Grays, England - Google Maps

The site is called Grays, so that may help you to identify the landowner.

In 2020, the signs were sparse, and impossible to read from a car length, so that's a good appeal point.

This list by regular poster Umkomaas has some ideas about identifying the landowner/landholder, but hold off paying the Land Registry unless you later get a court claim.

    1. Google searches
    2. If a retail park, check on any signage which lists the on-site outlets
    3. Ask retailers on the site if there is a managing agent
    4. Ask retailers on the site to whom do they pay rent
    5. Contact the local authority and ask who pays the non-domestic/business rate for the car park (some councils have a spreadsheet on their website)
    6. Contact the local Valuation Office and ask if they know. They often have a website which might provide the information
    7. Contact The Land Registry and for around £3 they should be able to provide definitive detail
    8. If you haven't already done so, give us the name of the car park/site/location, we may have seen other cases there.

Get photos of the site and signage before you appeal using the template in blue text from the sticky Announcement for NEWBIES.

Edit, it looks like @elsien has given you a direct link to the land-agent for the site.

The 'contact us' page on that website mentioned by @elsien includes...

    Property Management contact

    Savills,

Savills have in the past been quite helpful with parking matters.
  • Thanks all. It is premier parking ltd.

The maps don't let me get any closer but it is one of the disabled bays right outside the side of the store, there aren't many.

Thanks for providing a contact email - I did contact them on 25/11 but haven't had a reply unfortunately. I did contact primark and they responded but said they were unable to do anything (makes sense).

Fine. Send them an appeal attaching the Blue Badge, then just ignore them.

Please contact us if you wish to enquire about this PCN"

Lovely. You know from the NEWBIES thread what to do with the £170 Debt letter trash.
