I rang the company that own the land again which KeithP found.

They have given me an email address of someone, so I have just sent them an email.

I've just had an email back from the land owner who has successfully managed to get it cancelled with Premier Park as a gesture of good will.

Please could you let me know the contact details as I have had a PCN from them just under 2 weeks ago so want to appeal but I can't find any contact details for whoever has helped you sort this out? Searches say the land is owned by ReAssure Ltd but that keeps taking me to a savings and investments web sources whenever I searched and nothing to do with property or land management.

The OP @CadiCariad has not been active on the forum since December 2023; you might have some success if you send a PM using the envelope symbol at top right.
Also, if you read the whole thread, the OP had success by phoning the agents, which @KeithP pointed out are: -
Google Street View shows that Jones Lang LaSalle (JLL) manage the Capital Shopping Centre site.
and there has been notable success when contacting them.
