Premier Park Parking Charge - Blue badge incorrectly displayed. Cardiff Capital Retail Park

Hi All,

We returned from a holiday a week ago to a letter from Premier Park for a Parking Charge.
Both myself and my partner are disabled and we had been shopping at Costco on the 30th of October, we had parked in a disabled bay and put our blue badge up.
However the Parking Charge states that we have incorrectly displayed our blue badge and show photographs on the letter that they had sent.

I'm not really sure what happened, whether we have set the time on the badge incorrectly or it has flipped over. I feel quite upset at the fact that they have clearly seen that we do have a badge and trying to extort money from us for not displaying it correctly.

As soon as we received the letter I contacted Costco in Cardiff who couldn't do anything about it, so I asked them who the land owner is of the retail park but they said they couldn't tell me due to GDPR, which I thought was a bit strange.

I then contacted Costco head office who were really helpful and tried their hardest to cancel this Parking Charge but they could not get anywhere with Premier Park and were extremely frustrated and apologetic about it.

As we got the letter a bit later due to being on holiday and then awaiting the outcome from the Costco head office the time has now gone over 14 days to pay the £50 charge it has now gone up to £90, both myself and my partner really could do without this and we are worried about the whole situation.

I have attached an edited picture of the "Parking Charge", we are not sure what to do next, whether we should contact them and plead to get it reduced to £50 or take matters further somehow.

    Google Street View shows that Jones Lang LaSalle (JLL) manage the Capital Shopping Centre site...

    We have just received another letter and the charge has gone up to £90, we don't know what to do and are quite stressed/worried about it. Costco and the retail land owner won't help.
    We cannot afford to pay this  :'(

    What did JLL have to say?
    You did write to them didn't you?

    Did you appeal to Premier Park?
    Have they refused your appeal?
    When they refuse your appeal your next step is to appeal to PoPLA as described in the third post on the NEWBIES thread.

    Everyone just says there is nothing they can do as the Premier Park won't cancel it.

    We haven't written to anyone yet.
    I will look at their appeal process. But we are really worried that if we lose any appeals the cost will go up further and we won't be able to afford to pay it.

    It says on the back of your PCN that you have 28 days to appeal.

    Best get on and do that soon.

    No-one here said that.  If you mean that the shops said that to you when you complained verbally, instead complain in writing/email to the retail park managing agents, of course.

    The opposite of the advice we gave? The retail park agents can cancel it this week. What are you waiting for?  No-one said appeal first.

  • Sorry but all the advice on here is what you should be doing to get this stopped and one of the main things is not to phone as companies can/will deny what they say.
    WRITE to the landowner is the first step.    Write to any shops you used and follow the newbies advice, couponmad has a link at the bottom of their thread.
    I wonder why you ask for advice and then say you are going to phone?   People like coupon mad spend hours and hours on here giving advice to people like you to ensure you do not have to pay a penny to these blood suckers.  Follow their advice and do not listen to anyone else.
    You will succeed in this like all the others who follow the advice.
