I Park Services Parking Charge Strand St Whitehaven

Good afternoon,

On the 12/09/2023 I received a reminder notice regarding a parking charge from an alleged stay in the above car park on the 11/08/2023.  This was the first letter received about the matter.  The address on my V5C has not changed and is up to date.
I recieved a further reminder on the 11/10/2023 and again on the 08/11/2023.

I have read the newbie post and am aware that I should contact the land owner in the first instance, however I have tried to find who owns the car park with no luck.

I wondered if there is any way of finding this information out?
If not I think my next step is to wait for a 'letter before claim', is this correct?

    If it's a retail park, is there no website?

    No entrance plinth listing the retail units and agent's contact details?

  • It isn't a retail park, if I remember rightly it was on sort of wasteland near a harbour. I was on holiday at the time so I'm unable to go back and check.

    Perhaps Google Street View will allow you to 'go back and check'.

    At the entrance to the car park there are two signs...
    [found that picture on the Whitehaven News website]

    The lefthand sign is that of the parking operator - I-Park Services Ltd.
    The righthand sign is the developer's sign and that mentions a different parking company - I-Park Smart Ltd.
    No matter - both those 'I-Park' companies share the same managing director.

    Also from the righthand sign, it looks like the property developers are an organisation called BEC and mentions a website becnorthshore.com. I couldn't get that website to work (security issues), but it seems to have been superseded by discoverbec.com.

    At the bottom of every page on the discoverbec.com website are contact details...

    But back to that newspaper article...
    These words from that story seem to give a clue to who at BEC could help...
    Or perhaps there's someone else from their Our People webpage that is more appropriate. I've not checked..

    I have tried to find Michael Pemberton's email without any luck (I have messaged another forumite who had a PCN cancelled after contacting him). I spoke to BEC who were unwilling to assist but said that I should appeal the ticket with Ipark or the ombudsman. 
    I have not yet made contact with iPark but have now received a letter from DCBL. My understanding is that we shouldn't appeal the ticket with iPark - is this still the case? 
    Please could someone advise what my next step should be?

    There is no ombudsman.

  • Hello, this PCN is obviously still rumbling on because I have ignored all the letters from the debt collectors.

    I have now received a 'Claim Form' - I have completed the AoS but stupidly did not take a note of the dates, I have tried looking at the AoS PDF but it does not give the relevant dates - is there any way to access this?

    Thank you in advance, I shall now start preparing my defence.
