I've bought three towers recently from Stone Refurb for myself and the in-laws.

£99 for refurbished business machines with W10 installed.

I too am looking for a new tower PC.
I virtually decided on a new ACER, it was highly recommended on PC review sites, but upon looking at reviews from owners of the machine, well over 50% had serious problems in many ways with the PC.
Several people have said go the refurbished route from sellers such as Amazon, Ebay and CeG to name a few.
I'm finding it very difficult as although I've determined what spec etc I need, I'm finding actual selection a nightmare!
I wish that I had far more knowledge of PC's
