How to upgrade Lebara tariff?

I took out the 5GB MSE deal at the beginning of August where they took the correct £1.99. However, since then they've been charging me £4.90 and I've had to go on their website to request a refund which in September and October was done immediately. However, this month I've been onto them twice now, been told it will be done in the "next week" but still nothing as yet. I've opened a case with PayPal about it as although it isn't much, it's very annoying!

Can transferring a mobile number to Lebara be done after the contract is taken out? e.g. can I take a contract with lebara then, at some point in the future when I can be bothered, get the PAC for the old phone and transfer the number to the Lebara sim? Can this be done at any time?

You can port your number at any time (although you need to keep it alive with your old provider). It is generally a good idea to test a new provider for at least a week before porting imo.
