10 Posts First Anniversary Name Dropper Photogenic
Hello, I have read the newbies page several times but am unsure what my next step is for a PCN we received from UKPS. I did the online appeal (Oct 3) with the template on the newbies page and added in a brief line regarding our personal situation but as expected it was rejected. We received another PCN letter about this this morning, saying they would have accepted the lower amount if we had paid within 14 days blahblah but now request the amount is paid.

I can't find the next step on the newbies page. Do I reply in more detail? Do I not reply?

    Nothing more you can do with UKPS until/unless you receive a formal Letter of Claim from solicitors representing them, or a County Court claim via the Northampton CNBC.

    What about Plan A in the NEWBIES FAQ Announcement?

  • @Umkomaas I did call the property who own the parking lot but was told by a receptionist that they always have to direct complaints about it back to UKPS. I have called PALS, the hospital patient liason people but had no option other than to leave a message and ask them call back. No one has yet. I will call again soon enough if I dont hear back from anyone. I am concerned that maybe I should have out a little more detail in the "appeal" but I suppose it wouldn't matter. I was thinking of writing/appealing to them again but not sure if that is recommended?

    It won't have any effect whatsoever. I doubt anyone would even read it!  Don't waste any physical or intellectual energy until/unless they commence a legal action.

    Can you give details of the hospital/medical establishment and circumstances giving rise to parking charge?.

    Slightly confused as to whether you were on NHS property but if UKPS are acting on behalf of NHS then complain to PALS at the hospital again.  If they say it is nothing to do with them refer them to the government guidance https://www.gov.uk/government/publications/nhs-patient-visitor-and-staff-car-parking-principles/nhs-patient-visitor-and-staff-car-parking-principles and ask for the matter to be referred to CEO as a formal complaint. To quote from the guidance 'NHS organisations are responsible for the actions of private contractors who run car parks on their behalf.'

    Complain to your MP.

  • @1505grandad @GrannyKate - I had an NHS appt at a clinic which is in town rather than at the hospital. There are numerous buildings all together used for NHS clinics and pharmacy.

    My husband dropped me off outside the front of the building and went to the car park area just a little further down a small lane, just after the pharmacy.

    .  There is a sign near where you enter the parking area that says something about "medcentres parking" (although it is now called "millstream") and a fine of £25 if you park there illegally (the google images is from 2020 and the fine in the letter is £100) but we genuinely thought we were allowed to park there because we thought "medcentre" (or millstream medical as they say it is now called) was the complex, ie: the main building in the center that says "medcentre", the walk in clinic, the pharmacy and clinic next to it for nhs appointments. 

    As the sign has "medical" in the name patient references , we thought this was where we were supposed to be. There were other places available to park there and my husband waited in the car for me. I think we there for approx 20-25 minutes in total.

    I am including a couple google maps links- the first is when you drive into the little lane. The building on the right is where my appt was. they have a very small parking area which is almost always filled with the employees cars so we went to the one further down.

    That's fine. Just ignore them except if you get a court claim.  You won't risk a CCJ because you will defend if that stage is reached.

    If you move house you must tell them.

    That's it. Ignore £170 demands completely. Laugh at those. No worries.

    Keep a copy of your appeal and their reply, AND keep all the threatograms as evidence later, if needed.

    DO NOT PAY IT TO MAKE IT GO AWAY.
    It is a scam private PCN and the whole industry has just been declared by Government as in 'market failure'.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
