    It's listed as a Freehold/Leasehold property of NCP on the 1st October 2021 Debenture:-
    Charge - Find and update company information - GOV.UK (company-information.service.gov.uk)
  • Yes, AND if this is indeed land owned by the Council, then it is under statutory control.  The POFA doesn't apply.  No keeper liability.
    I asked Doncaster council who owns the car park and they told me NCP own it. So POFA would apply?
    When you say you "asked" the council... who exactly did you "ask"? Could it possibly be that you "asked" someone who meant that the car park in question is "run" by NCP? Perhaps you need to clarify with the council (in writing/email) if they really did sell the car park to NCP and when.
    I echo your cynicism but I asked the Doncaster council enforcement team a straight question hoping for a straight answer. Whether I got one or not is up for debate!

  • I will also post on the success thread but I wanted to close this out - today I got notification that:

    ”Your appeal has been reviewed and has been considered in conjunction with the evidence gathered by our Automatic Number Plate Recognition cameras, which record your entry and exit times. Having considered the content of your letter this notice has been cancelled.

    Please ensure you take into account the displayed terms and conditions of parking, to ensure you do not receive any further Parking Charge Notices.”
